Animal Control

Need help?  Anyone requiring the assistance of the Animal Control Officer should contact the Lisbon Police Department at 353-2500, ext. 1. If the ACO is on the road, please file your complaint with the Lisbon Police Department. 

Hours of Operation:  The normal duty hours of the Animal Control Officer are from 8:00 a.m. to 4:00 p.m. Tuesday through Saturday.

Assessing

Donna M. Hays, CMA serves as an agent of the Board of Assessors. Each spring (after April 1), Donna reviews all new construction and properties that have building permits or are being carried as unfinished on the town’s records. The agent also processes all the property transfers and reviews the application for exemptions. Donna is in the office two Mondays each month and if you wish to speak with her about your valuation, please call the Town Office or click here to email her.

Code Enforcement Officer

Alan Plummer is our Code Enforcement Officer. He is also our Building Inspector, Plumbing Inspector, Electrical Inspector, and Administrative Assistant to the Zoning Board of Appeals. He is the person that enforces the Durham, Maine Zoning and Land Use Ordinance, Shoreland Zoning, Floodplain Management, the National Fire Protection’s Life Safety Code, the Maine State Plumbing Code, the Maine Subsurface Wastewater Disposal Rules and any Maine StateLaws pertaining to land use. 

Call ahead at 207-407-3500 or email ceo@durhammaine.gov before doing any building or structural repairs, plumbing or wiring, or before opening any form of business. Alan has access to a wealth of information and is a valuable resource to citizens with questions. A call ahead of time saves a lot of headaches after the fact!

Deputy Tax Collector, Jessica Landberg

The Tax Collector is responsible for collecting excise tax, personal property tax, and real estate tax. In addition, the Tax Collector is responsible for issuing liens and foreclosure notices for nonpayment of taxes.

2024 Personal Property and Real Estate Tax Commitment

Assessments and Tax Bills

Real and personal property taxes are assessed to the owner of record as of April 1. The amount of tax is equal to the assessed value times the tax rate divided by 1,000. The assessed value of property is established by the Durham Tax Assessor. The most recent town-wide evaluation was in 2010. The tax rate is established by the Select Board and taxes are generally committed each year in mid to late June. The budget and fiscal year for the Town of Durham is January 1st to December 31st. Tax bills are generally mailed the first week of July to the owner of record as of April 1st of that calendar year. 

If a payment is made on delinquent taxes within the past 10 days of a notification deadline the payment must be made by cash, money order or cashier’s check. All payments are applied to the oldest tax balance first.

If a lien is placed, it is filed against the owner as of April 1st and could be found on their credit report.

Due Dates

Taxes are collected once per year.  Any tax or portion not paid by the date due is subject to interest at the rate of 8.5 % per annum.

Payments

Real estate and personal property tax bills may be paid by check through the mail, by cash, check or credit card in person, or by credit card or webcheck online. Credit card payments are made through Androgov, a third-party provider, and will incur additional fees. To access the online payment service click here.

Sections of Title 36 of the Maine Revised Statutes Annotated (MRSA) govern the collection or property taxes including the tax lien mortgage process. The tax lien mortgage process allows the Town to preserve its lien interest in real properties on which taxes remain unpaid. Should taxes remain unpaid, the lien process may result in the Town acquiring those properties. The Town has adopted a policy to establish procedures for the review of properties on which a lien is about to foreclose and to establish procedures for the disposition of real property acquired by virtue of a tax lien mortgage foreclosure.

Questions regarding valuation, exemptions, and abatements should be directed to the Durham Tax Assessor.
